What version of Booked are you running?
Do you have the same problem even if you are logged in as an Application Administrator?
Can you replicate the problem on the demo version (V2.10.2): https://demo.bookedscheduler.com/Web/dashboard.php

Only when you create a reservation, you will be able to add an accessory

You have it, they are both 'connected' to 1 resource.
You must create a reservation with that resource in order to add an accessory.

In the column 'resources' you must select those resources which should have 'access' to the accessory.
