The folder you should clear is /tpl_c (the template cache directory), not the /tpl (raw templates directory). I believe that clearing the /tpl directory wouldn't work out too well. If things AREN'T working for IE, look at the "compatibility" settings (under the "Tools" menu). If it is in compatible mode, things won't work (or at least they didn't for me).
