Check the URL in the config file. That tends to be the issue.

I'm not certain on this - but - if you wanted to get to a static web page on the server, would you type https://ipserver/Web? or, is it a different URL?

In the config file is where this get sets and normally when there is a "redirect" error, it is something wrong with the URL in the config file.

What group is your user in? If they are an Admin, then they are able to do most everything in the system. If they are not an admin, then the Permissions take effect.

For the user that is creating the reservation, check the time zone in their profile. Also, test it with a user account that is not an admin user.

Have you tried: Application Management, Reservations, (choose the three dots - upper right), Terms of Service feature?

Both are way of organizing your resources. You will notice the difference on the filter on Schedule, Bookings. I tend to use Groups as location based resources and Types as resources that are alike.
