Users cannot as participants

The add participant option only shows for administrators and not for users. What configuration setting needs to be adjusted? We have reviewed the ones under "Reservations" and it doesn't appear to be set to "False" but clearly something is disabled for users. Does anyone know what setting triggers this to show or be hidden?
