Getting a "Reservation not available" error

I have just set up a new installation of Booked Scheduler, and whenever I try to make a reservation I get an error "Reservation not available".

I think I have checked all permissions and statuses for the users, resources and schedules and can not find any setting that I can deduce would lead to this error.

Does anyone have a suggestion of what can have gone wrong?
