What group is your user in? If they are an Admin, then they are able to do most everything in the system. If they are not an admin, then the Permissions take effect.

Hi,

The user is not a admin, I grant the user/group with 'none' or 'view only' permission to one device, but the user can still reserve this device, then how to prevent one user/group to reserve a device?

Hi,

Be sure the resource access is set to "Permission is not automatically granted".
Check the "ACCESS" options of the corresponding resource.
When creating a new resource, by default the "Resource Permissions" are set to "Permission is automatically granted". This should be set to "Permission is not automatically granted".

Hi YZone,

Thank you, besides 'Permission is not automatically granted', I also find 'remove existing permission' is needed.
