Changing default notification settings

Is there a way to change the default notification settings such that all users have the "send email for new/altered/deleted" activated by default?

I went through the Application Configuration menu and didn't find anything that appeared to allow those defaults to be changed.

There's not anything by default in the base code, but this is not difficult with a bit of custom work.
